Fuel Automation Ghana is pioneering the Digital Fuel Revolution within Ghana's pre-mix fuel sector, an innovative initiative aimed at transforming the petroleum industry through comprehensive digitalisation.
The Challenge
The pre-mix fuel and fisheries sector in Ghana has faced numerous challenges, primarily stemming from outdated systems, limited technological integration, and inadequate support structures. Recognizing these issues, the Government of Ghana, through the Ministry of Fisheries and Aquaculture Development, appointed Fuel Automation in 2022 to automate 300 landing beach sites under a Design, Build, Operate, Transfer (DBOT) arrangement. This industry, valued at approximately $40 million, has historically been plagued by entrenched issues including corruption at various levels, limited product accessibility, hoarding, and intermediary middlemen, all of which have impeded sustainable growth and efficiency.
The Strategy
To gain a comprehensive understanding of the prevailing issues, we conducted an extensive fact-finding study across three regions of Ghana: Greater Accra, Central, and Volta. We interviewed over one hundred fishersfolks, regional government officials, and other key stakeholders within the pre-mix fuel ecosystem. The collected data was thoroughly analyzed and refined, after which all relevant stakeholders were convened to review and discuss the findings. This collaborative approach facilitated mutual understanding and buy-in, enabling us to tailor a detailed communication plan to support the successful rollout of all 300 landing beach sites scheduled for construction.
The Execution
Through a coordinated and strategic approach, we implemented a comprehensive media and stakeholder engagement plan in key communities. This involved bringing together traditional rulers, government officials, local residents, and representatives of fishing associations to ensure open dialogue and address all concerns. These engagements fostered community understanding of the project's benefits, leading to their active participation in the construction process. Additionally, we utilized various media outlets to highlight the positive impacts of the initiative and engaged Key Opinion Leaders to address public concerns through live radio and television interviews, further strengthening community trust and support.
The Outcome
The results were truly exceptional. A total of 220 pre-mix fuel sites were constructed within a remarkably short timeframe, marked by a high-profile launch event held in Elmina in collaboration with government partners. The event was attended by the Vice President of the Republic of Ghana, Dr. Mahamadu Bawumia, the Minister of Fisheries and Aquaculture Development, key government officials, policymakers, representatives from fishing associations, traditional rulers, and leading national media outlets. This initiative has introduced greater order and efficiency within the pre-mix sector, significantly benefiting thousands of fishermen across the country and contributing to the sector's sustainable development.
